Organizational Context
The World Health Organization (WHO) Country Office in Estonia serves as the critical link between the Organization and the National Authorities. Our mandate is to facilitate the implementation of the European Programme of Work 2020–2025, striving to achieve the highest standards of health and equity for the population.
We are currently seeking a Business Operations Assistant to join our team in Tallinn. This is a support role essential for the smooth day-to-day functioning of the office. Please note that this is a part-time position at 80% capacity.
Position Overview
Reporting to the Operations Officer, you will provide cross-functional administrative support. You will be the operational backbone of the office, handling transactions across Finance, Human Resources, Procurement, and Logistics.
Your role is to ensure that administrative processes are executed efficiently, consistent with WHO rules and regulations, and that the technical team receives the support necessary to deliver on their health mandates.
Key Responsibilities
Financial & Procurement Support
- Finance: Perform finance-support services including the management of imprest accounts, processing payments, administration of awards, and budget monitoring.
- Procurement: Manage the procurement of goods and services. This includes raising purchase requisitions, administering tender/bidding processes, and managing supplier relationships.
Human Resources & Administration
- HR Support: Assist with the administration of human resources plans, including recruitment, selection, contract management, and the onboarding of new staff members.
- Training: Provide guidance to staff on administrative procedures and support training initiatives related to business operations.
Logistics & General Operations
- Travel & Assets: Manage travel administration (flight/hotel bookings, visas) and maintain the inventory of office supplies and organizational assets.
- IT Support: Provide basic support for office collaboration tools, shared directories, and the maintenance of hardware/software.
- Facilities: Oversee logistics, including transportation administration and the management of office vehicles and drivers.
Candidate Profile
This position is subject to local recruitment. Candidates must be legally eligible to work in Estonia and reside within commuting distance of the duty station.
Essential Qualifications
- Education: Completion of secondary education is required. Training or certification in operational systems (Finance/HR) is an asset.
- Experience: Minimum of three (3) years of relevant experience in administrative or operational support functions.
- Languages: Expert knowledge of English and Estonian (Local Language) is mandatory.
Desirable Skills
- Experience working with Enterprise Resource Planning (ERP) systems such as Oracle or Workday.
- Previous experience within the UN system or an international NGO.
Remuneration and Schedule
- Schedule: This is a part-time position requiring 80% of full-time employment.
- Salary: Annual base salary starting at EUR 13,942 (calculated at 80% FTE).
- Benefits: 30 days of annual leave and membership in the UN pension fund and health insurance scheme (subject to mandatory deductions).
