The Mission

The International Rescue Committee (IRC) is seeking a skilled Program Officer, Instructional Design to join our team. This role sits at the intersection of education and human rights, specifically supporting Framework a Department of Justice (OVC) funded program dedicated to building nationwide capacity to address labor trafficking in the United States.

You will work within the Learning and Instructional Design team to create high-impact training solutions that equip service providers with the tools they need to combat exploitation. This is an opportunity for a creative professional to apply adult learning principles to a critical social cause.

Core Responsibilities

Curriculum Design & Strategy

  • Partner with the Deputy Director of Framework and subject matter experts to conduct rigorous learning needs assessments.
  • Define clear learning objectives and architect comprehensive curricula that translate complex legal and social concepts into digestible training.
  • Ensure all content is rooted in trauma-informed practice and meets universal accessibility standards.

Content Development & Production

  • Design and develop engaging eLearning modules, job aids, and multimedia tools using modern authoring software.
  • Review and refine draft materials to ensure visual consistency and informational accuracy across the department.
  • Contribute content to newsletters and external communications to keep stakeholders engaged.

Implementation & Evaluation

  • Manage the storage and organization of all training assets within the Learning Management System (LMS).
  • Evaluate the efficacy of training programs through data collection and user feedback, adjusting methodologies to maximize learner retention.
  • Facilitate virtual training sessions and support the Framework Learning Collaborative as needed.

Candidate Profile

We are looking for an instructional designer with at least four years of experience who can work independently in a fast-paced environment.

Professional Qualifications

  • Education: Bachelor’s degree in Instructional Design, Education, or a related field (Master’s degree preferred).
  • Experience: Proven track record in developing technical assistance, capacity-building, or educational programs.
  • Technical Mastery: Deep proficiency with eLearning authoring tools (e.g., Articulate, Captivate), audio/video editing software, and Learning Management Systems (LMS).
  • Methodology: Strong grasp of adult learning theory and instructional design principles.

Soft Skills & Competencies

  • Communication: Exceptional writing and editing skills are mandatory. You must be able to synthesize complex information for diverse audiences.
  • Collaboration: Ability to build rapport with subject matter experts and work effectively within a multicultural, dispersed team.
  • Adaptability: A creative problem solver who can meet strict deadlines and manage multiple projects simultaneously.
  • Mission Alignment: Familiarity with anti-trafficking programming or social services is a distinct advantage.

Compensation & Work Environment

  • Salary: $70,000 – $80,000 USD annually. Offers are calibrated based on location, internal equity, and experience.
