Context and Opportunity
CESVI is an Italian NGO with a legacy of humanitarian action dating back to 1985. Since 1994, we have maintained a strong presence in Palestine, delivering critical WASH, Solid Waste Management, and emergency response interventions across the Gaza Strip and the West Bank.
We are currently seeking a Finance Manager to join our team during a pivotal time. With operations expanding in Gaza to meet urgent humanitarian needs, this role is essential for ensuring that our resources are managed with precision, transparency, and strategic foresight.
Reporting to the Head of Mission and coordinating with our Regional Finance Coordinator, you will act as the financial backbone of the mission. You will oversee operations from Amman while managing a distributed team based in Gaza and Jerusalem.
Key Accountabilities
Financial Strategy & Project Control
- Budget Management: maintain rigorous oversight of project budgets versus actual expenditures. You will prepare detailed monthly forecasts and analysis (BFU) to support Project Managers and HQ in decision-making.
- Cost Optimization: Define and monitor shared cost allocation models to ensure the mission’s financial sustainability and coverage.
- Compliance: Guarantee that all financial transactions adhere strictly to donor regulations, CESVI internal procedures, and local laws. You will ensure that audit trails are complete and “audit-ready” at all times.
- Liquidity: Manage cash flow forecasts to ensure sufficient liquidity for project implementation across all field sites.
Operational & Administrative Leadership
- Procurement Oversight: Validate procurement processes for office supplies and services, ensuring adherence to authorized thresholds and transparency standards.
- Office Administration: Supervise the administrative functioning of the office, including lease agreements, utility management, and service provider contracts.
- Asset Management: Maintain an up-to-date asset register, ensuring all organization property is tagged, recorded, and insured.
Human Resources Administration
- Payroll & Benefits: Manage the monthly payroll for national staff with absolute accuracy, including the calculation of social security, taxes, and health insurance benefits.
- Personnel Records: Oversee the maintenance of secure and confidential personnel files for all national employees.
- Legal Compliance: Ensure the mission remains fully compliant with local labor laws and tax regulations, handling all statutory filings and payments on time.
Team Management & Capacity Building
- Leadership: Direct and mentor a finance and administrative team of two staff members (based in Gaza and Jerusalem).
- Development: Identify training gaps and build the technical capacity of your team to ensure autonomy and growth.
- Process Improvement: Refine Standard Operating Procedures (SOPs) to enhance efficiency and internal controls.
Candidate Profile
This role demands a balance of technical financial expertise and the ability to navigate complex humanitarian environments.
Essential Qualifications
- Education: Bachelor’s degree in Finance, Accounting, or Business Administration (Master’s degree preferred).
- Experience: Minimum of 5 years of experience in financial management, preferably within the humanitarian or international development sector.
- Technical Skills: Advanced proficiency in Excel and financial accounting software.
- Languages: Fluency in English is mandatory.

- Remuneration: €3,400 – €3,600 gross per month, based on experience.
