The Role

The International Rescue Committee (IRC) Sacramento is recruiting a Job Developer to drive our Economic Empowerment initiatives. This is a critical business development role designed to bridge the gap between local industry needs and the refugee workforce.

We are not just looking for a recruiter; we are looking for a relationship builder who can articulate the business case for hiring diverse, resilient talent. You will be responsible for sourcing employment opportunities that allow newly arrived refugees to attain financial independence and stability.

Strategic Objectives

As the Job Developer, you will own the full lifecycle of employer engagement and client placement. Your success will be measured by specific impact metrics:

  • Partnership Development: You will identify, pitch, and secure relationships with local businesses, coordinating monthly on-site hiring events with at least 25 active employer partners annually.
  • Placement Impact: You are responsible for securing a minimum of 50 full-time and 13 part-time positions per year for our clients.
  • Market Analysis: You will act as the expert on the Sacramento labor market, forecasting trends to ensure our clients are prepared for relevant, attainable roles.

Key Responsibilities

Business Development & Employer Relations

  • Execute an outreach strategy to expand the IRC’s network of hiring partners.
  • Educate employers on the distinct advantages of the refugee workforce, including guidance on right-to-work documentation and onboarding best practices.
  • Represent the IRC at chambers of commerce, job fairs, and industry networking events.
  • Maintain the integrity of internal tracking systems (Salesforce/ETO) to monitor outreach progress and partnership health.

Client Matching & Retention

  • Assess client capabilities and tailor resumes to align with specific job openings.
  • Guide candidates through the interview and hiring process, ensuring they are confident and prepared.
  • Provide post-placement support to both the employer and the employee to resolve conflicts, monitor performance, and ensure long-term job retention.
  • Conduct workshops that prepare clients for the cultural and professional expectations of the U.S. workplace.

Team Collaboration

  • Participate in strategic planning with the Economic Empowerment Manager.
  • Foster an inclusive environment that aligns with IRC values and safeguarding policies.
  • Collaborate with internal teams to ensure a holistic approach to client self-sufficiency.

Candidate Profile

We are seeking a proactive professional with a track record in sales, account management, or workforce development.

Essential Qualifications:

  • Relationship Management: Proven ability to influence stakeholders and build lasting professional networks.
  • Analytical Mindset: Capacity to track large volumes of data, forecast placement challenges, and develop contingency plans.
  • Local Knowledge: Strong familiarity with the Sacramento employment landscape and key industry players.
  • Communication: Fluency in written and spoken English is required. You must be a clear, persuasive communicator.
  • Technical Skills: Proficiency in Microsoft Office (Excel, Word, Outlook) and CRM platforms.

Logistical Requirements:

  • Valid driver’s license.
  • Reliable vehicle with current insurance (regular travel within the service area is required).
  • Ability to work a hybrid schedule with occasional evening or weekend availability.
