The Leadership Opportunity
The International Finance Corporation (IFC), the largest global development institution focused on the private sector, is seeking a Program Manager to lead our operations in Peru.
This is a strategic leadership role based in Lima. You will oversee a high-performing portfolio valued at approximately $1.1 billion, with a clear mandate to drive growth in both investment and advisory activities. As the country lead, you will be responsible for operationalizing the IFC 2030 strategy, deploying the “Cascade” approach to create markets, and engaging with high-level government and private sector stakeholders.
Strategic Mandate
Reporting to the Latin America Division Director for Andean Countries and the Caribbean, you will serve as the “Face of IFC” in Peru. You will lead a multidisciplinary team of investment officers, advisory experts, and sector specialists to deliver development impact at scale.
1. Country Strategy & Implementation
- Design and execute multi-year country strategies that integrate investment and advisory operations.
- Lead the formulation of Systematic Country Diagnostics (SCDs), Country Climate Development Reports (CCDRs), and Country Partnership Frameworks (CPFs) in collaboration with the World Bank and MIGA.
- Identify “upstream” opportunities to catalyze market creation, moving beyond reactive project funding to proactive sector development.
2. Portfolio Management & Business Development
- Manage the existing $1.1 billion portfolio, ensuring profitability, development impact, and strict compliance.
- Develop new business by cultivating relationships with C-suite executives, government ministers, and regulators.
- Take accountability for the early review and clearance of project sponsors, validating the strategic fit of potential investments.
3. Stakeholder Relations & Representation
- Coordinate Joint Business Plans (JBPs) with World Bank and MIGA counterparts to ensure a unified “One World Bank Group” approach.
- Represent the IFC in local media, public forums, and high-level negotiations, strengthening the IFC brand in the Andean region.
4. Team Leadership
- Manage and mentor a diverse, matrixed team. You are responsible for creating a culture of high performance, innovation, and ethical conduct.
Candidate Profile
This is a senior managerial position requiring significant experience in transaction processing, portfolio supervision, and strategic relationship management.
Essential Qualifications
- Education: MBA or equivalent professional qualification.
- Experience: Minimum of 12 years of relevant experience in international finance, private sector development, or investment banking. At least 2 years must be in a leadership or managerial capacity.
- Regional Expertise: Proven experience in the Latin America and Caribbean (LAC) region is highly preferred.
- Language Skills: Fluency in English and Spanish is essential for high-level negotiations in Peru.
